Directs the Attorney General and FBI Director to declassify Crossfire Hurricane records without redacting FBI personnel who prepared the FISA applications, except sources and methods under 25X1. Cites the Horowitz 17 errors as a public-interest override.
Side-by-side comparison
Mueller, Horowitz, Durham, and the 2025–26 declassification wave — scope, authority, and what each actually found.
| Investigation | Lead / period | Scope and authority | Key finding |
|---|---|---|---|
| Mueller Special Counsel | Robert Mueller May 2017 – Mar 2019 | Russian interference and obstruction. 19 lawyers, 40 FBI agents, 2,800 subpoenas, 500 witnesses. | No conspiracy charged 34 indictments. Did not exonerate on obstruction. |
| Horowitz IG Review | Michael Horowitz Mar 2018 – Dec 2019 | Review of four FISA applications on Carter Page, confidential sources, and Woods procedures. | 17 errors / omissions Authorized purpose, but significant inaccuracies. |
| Durham Special Counsel | John Durham May 2019 – May 2023 | Origins of Crossfire Hurricane. Was the full investigation lawfully predicated? | 1 conviction FBI should not have opened a full investigation. |
| 2025–2026 declass Executive + FBI Vault | Kash Patel / White House Mar 2025 – Aug 2026 | Full Crossfire Hurricane file, 673-page binder, prohibited-access memos, Oxford Comma. | Full disclosure Internal doubts on Steele, and withheld Page statements. |
What was hidden, what is now public
The March directive, the binder that sat blocked since 2020, and the prohibited-access memos that came out with it.
Binder compiled by House Intelligence in 2020 and previously blocked. Includes the January 2017 Steele source-validation report in which Danchenko disavowed the dossier, Page statements left out of the FISA, and McCabe’s “no big there there” note.
Crossfire Hurricane opened
Full counterintelligence case, not a preliminary inquiry. The only predicate was the Papadopoulos–Downer tip. Durham later found no collusion evidence at opening.
FISA warrant 1 of 4 — invalidated
Initial Carter Page warrant. The Steele dossier was used for probable cause. Seven errors and omissions: Page’s CIA operational-contact record was left out, recorded denials were withheld, and Woods procedures were not followed. The same defects were copied into every renewal.
FISA warrant 2 of 4 — invalidated
First renewal. Repeated the original seven inaccuracies. The FBI still had no corroborated dossier reporting, and it did not tell the FISC about Page’s prior relationship with the CIA.
Danchenko disavows the dossier
Steele’s primary sub-source told the FBI the reporting was hearsay and bar talk. He denied the Sechin meeting and the WikiLeaks claim. The FBI renewed the Page warrant anyway.
FISA warrant 3 of 4 — invalidated
Second renewal. By then agents had Danchenko’s contradictions in the file. Those statements were omitted from the application, along with Papadopoulos’s recorded denials and the evidence that Page had no role in the GOP platform change.
Comey fired · Oxford Comma opened
A separate file was opened to audit the Strzok–Page “insurance policy” texts and the original predication. It closed in April 2019 and was declassified on August 5, 2026.
Mueller appointed
Crossfire Hurricane cases moved under the Special Counsel. Oxford Comma kept running beside it as an administrative review.
Clinesmith alters the CIA email
The CIA had confirmed in writing that Carter Page was an operational contact from 2008–2013 and had reported the Russian contacts himself. FBI attorney Kevin Clinesmith changed that email so it read that Page was “not a source.” Horowitz Error 09. The altered line was inserted into the final FISA renewal. He pleaded guilty on August 19, 2020, under 18 U.S.C. § 1001 — the only conviction from the Horowitz referrals — and received 12 months’ probation on January 29, 2021.
FISA warrant 4 of 4 — invalidated
Third and final renewal. It relied on the altered “not a source” email and still omitted Danchenko’s disavowals, Ohr’s warning that Steele was desperate Trump not be elected, and the FBI’s own validation report. Page was never charged.
Horowitz report
The inspector general documented 17 significant inaccuracies and omissions across the four Page warrants, including the Clinesmith alteration, and referred him for prosecution.
Durham report, 306 pages
Concluded the FBI lacked a sufficient factual predicate for a full investigation and should have opened a preliminary inquiry instead.
Declass memo signed
Orders release of the prohibited-access material that had kept the FISA file and the Steele validation report out of oversight hands.
673-page binder released
The binder shows the March 2016 recordings in which Page denied any Russia coordination. Those statements were in the case file and were withheld from the FISA court on all four warrants.
Oxford Comma declassified
The May 2017 predication audit of the insurance-policy texts is released. It closed in April 2019 as an administrative review.
- Steele vetting failure. The FBI interviewed Danchenko in January 2017, learned the dossier was hearsay and bar talk, and still renewed the FISA three times.
- Page exculpatory. March 2016 recorded statements in which Page denied Russia coordination sat in the case file and were omitted from the FISA.
- Halper overreach. The team used Stefan Halper to record Page, Papadopoulos, and Clovis beyond the authorized scope.
- Oxford Comma. Opened May 2017 to audit the “insurance policy” text. Closed April 2019 as an administrative review. Declassified August 5, 2026.
Intelligence Community Assessment — Annex A
The two-page Steele summary that FBI leadership attached to the January 2017 assessment. The raw source file is still an open demand.
- What the ICA was. The January 2017 Intelligence Community Assessment was the joint CIA, FBI, and NSA judgment on Russian interference in the 2016 election.
- What Annex A was. A two-page summary of the unverified Steele dossier, not the 17 raw reports. FBI leadership insisted it be attached. It was kept in an annex because the reporting was not corroborated.
- The NSA break. Director Adm. Mike Rogers would not join the CIA and FBI at the higher confidence level. He recorded only moderate confidence in the key attribution judgments.
- What is still withheld. The raw investigative files behind the summary, the analytical dissents, and the inter-agency emails about whether to include Annex A. Those are the records named in the document request.
- 2025 release. The annex was part of the ODNI declassifications. The unredacted source file has not been published with this vault.
Systemic Failures & Oversight Breaches — Declassified & IG Findings
- Predication Failure (Durham Report, 306 pp). Concluded the FBI had no collusion evidence at opening on July 31, 2016, and lacked a sufficient factual predicate to open a full counterintelligence investigation — rather than a preliminary inquiry — based solely on an unverified tip about George Papadopoulos and Australian diplomat Alexander Downer.
- Invalidated FISA Warrants & Withheld Exculpatory Evidence. All four FISA warrants targeting Carter Page were invalidated. The 673-page binder (released May 2025) showed that March 2016 recorded statements, in which Page explicitly denied Russia coordination, sat in the FBI case file and were withheld from the FISA Court.
- Steele Dossier Vetting Collapse. The FBI used the politically funded Steele dossier ($1,024,407.97 in research funding) to establish probable cause. When agents interviewed Steele’s primary sub-source, Igor Danchenko, in January 2017, he disavowed key claims as hearsay and bar talk — yet the FBI renewed the Page warrant three more times. Deputy Director Andrew McCabe’s notes described the findings as having “no big there there.”
- CHS / Stefan Halper Overreach. Prohibited-access memos show the team used confidential human source Stefan Halper to secretly record Carter Page, George Papadopoulos, and Sam Clovis beyond the authorized scope.
- The “Oxford Comma” Internal Audit. Opened May 9, 2017, and closed April 2019 (declassified August 5, 2026). The probe audited the “insurance policy” texts between FBI agent Peter Strzok and FBI attorney Lisa Page, and the internal debate over the investigation’s original predication.
- Concealment in “Prohibited Access” Vaults. Oversight records — including the January 2017 Steele source-validation report and the 2020 House Intelligence 673-page binder — were locked in restricted Prohibited Access FBI vaults before Sen. Chuck Grassley exposed them and they were declassified in 2025–2026.
The 17 FISA Inaccuracies & Omissions (DOJ IG Report)
7 critical errors in the initial October 2016 Carter Page warrant (repeated in all renewals) + 10 additional errors across the 2017 renewal applications.
Failed to disclose August 2016 CIA liaison records showing Page was an approved operational contact from 2008–2013 who had reported the same Russian intelligence contacts the FBI used against him.
Asserted, without his handling agent’s approval, that Steele’s prior reporting had been corroborated and used in criminal proceedings, violating Woods Procedures.
Omitted Steele’s own warning that key sub-source Person 1 was a boaster and egoist who might embellish, and omitted that the FBI had opened a counterintelligence probe on Person 1 days earlier.
Claimed Steele did not directly brief the reporter behind a September 23, 2016 Yahoo! News article, so the article could be used as corroboration, despite Woods-file records that Steele also shared his research with the State Department.
Withheld consensually monitored recordings from September 2016 in which George Papadopoulos told an FBI informant that no one on the Trump campaign was collaborating with Russia or WikiLeaks.
Withheld August 2016 recordings in which Page told an FBI informant he had “literally never met” or “said one word to” Paul Manafort — contradicting Dossier Report 95’s claim that Page was Manafort’s intermediary.
Used selective quotes from an October 2016 informant recording against Page while omitting his explicit denials, in the same conversation, of ever meeting Igor Sechin or Igor Divyekin, or of knowing who Divyekin was.
Omitted January 2017 interview statements from Steele’s primary sub-source, Igor Danchenko, that contradicted the dossier: no discussion with Person 1 about WikiLeaks, “nothing bad” in Kremlin–Trump communications, and no report that Page met Sechin.
After the CIA confirmed in writing in June 2017 that Page had been a source, FBI attorney Kevin Clinesmith altered the email so it read that Page was “not a source,” for the final FISA renewal.
Withheld statements from Steele’s former professional contacts that he showed a lack of self-awareness and poor judgment, and pursued people with political risk but no intelligence value.
Failed to tell the court that DOJ official Bruce Ohr warned the FBI that Steele’s work was going to the Clinton campaign, that Fusion GPS was paying Steele to brief the media, and that Steele was “desperate that Donald Trump not get elected.”
Did not update the generic source footnote even after confirming, via Bruce Ohr and others, that Fusion GPS was hired by someone associated with the Democratic Party and the DNC.
Kept claiming Steele had not briefed the Yahoo! News reporter even after a 2017 UK court filing in which Steele admitted briefing the news media in late summer and early fall 2016.
Omitted a spring 2017 internal validation report finding Steele’s past criminal-program contributions were only minimally corroborated, while still telling the FISC his past reporting was corroborated and used in criminal proceedings.
Withheld late October 2016 statements to an FBI informant in which Papadopoulos denied any Trump campaign involvement in the DNC email hack.
Left out that Maltese professor Joseph Mifsud, interviewed by the FBI in February 2017, denied supplying Papadopoulos with the claim that Russia had “dirt” on Hillary Clinton.
Withheld witness interviews proving Carter Page played no role in changing the 2016 GOP platform on Ukraine and Russia, contradicting a core claim from Dossier Report 95 used in all four FISA warrants.
Seven verdicts, faces attached

Pleaded guilty to false statements about Mifsud contacts. 14 days, later pardoned.
Convicted 8 counts, pleaded conspiracy. 7.5 years. Predated campaign but uncovered by Mueller.
Pleaded guilty re Kislyak calls. DOJ moved to dismiss 2020, pardoned Dec 2020.
Durham charged for allegedly lying about client delivering Alfa-Bank data. Jury acquitted in 14 min 2022.
Primary sub-source for Steele. Durham charged 5 false statements. Acquitted all 2022.
